🏛️ Gramasabha / Ward Sabha

Local Self-Governance & Citizen Participation

📌 Structure and Officials

👥 Membership

All persons included in the electoral roll of a village area under a Grama Panchayat belong to that Gramasabha. A voter in a ward is a member of the Gramasabha/Ward Sabha of that ward.

📌 Convenor

Ward Members and Ward Councillors act as Convenors of Gramasabhas and Ward Sabhas respectively. If needed, another ward member may be appointed as Convenor.

🎙️ Chairperson

The Grama Panchayat President presides over the Gramasabha, and the Municipal Chairperson presides over the Ward Sabha. In their absence, the Vice President, Deputy Chairperson, or Convenor assumes charge.

🤝 Coordinator

An official designated by the Grama Panchayat/Municipality functions as the Coordinator and assists the Convenor.

📅 Meeting Procedures

📢 Convening Meetings

The responsibility to convene meetings lies with the Ward Member, who serves as the Convenor.

✅ Quorum

The quorum is 10% of the total voters. For a rescheduled meeting adjourned due to lack of quorum, the required quorum is reduced to 50 members.

📝 Special Meeting

If 10% of voters in a ward request in writing, a special Gramasabha/Ward Sabha meeting must be convened within 15 days.
